Today an email from paypal says that it currently stopped all payments to or from india when it is made as a personal payment. So users must do the payments under services or goods. Few months back paypal have increased its transaction fee little higher and that made small business people feel bad. And still people do transaction via services to cut the charges applied by paypal to paypal transactions. So this new policy update from paypal end totally restricts indian paypal account holders to stop their personal payment transactions. Where they wont be able to send or receive any money from their family members or friends.

    If this payment was a personal payment such as a gift, then we have requested that the sender find another payment method until we restore personal payments to and from India.

This has some positive and negative feedbacks from the paypal users. There was no announcement from paypal end regarding this new policy update. However, paypal seems working bit fast on solving the issues related to this REVERSAL made by Paypal. Many indian paypal users are now in Negative balance due to this sudden change of policy.

Well as from some source on DP, PayPal didn’t submitted required documents to RBI office which they asked so RBI denied them to use NEFT system until they add it but few people are reporting that funds transfered to account so within next 2-3 days all pending withdrawal will be clear excluding Sunday!

This is really unbeliable news!
That company like Paypal can take this step without any notification to users!
My concern is How old payments are going to be reversed (which date)?

Hello Folks,

Well i got up 2 days before and found email that some payment has been reversed!
I was surprised to see it! I thought may be client make any problems or anything else!
I open my email and founds paypal refunded my hard work money without any reason!
They wrote that payment is personal or gift or in personal paypal account thats why its returned!
But i was stuck by reading what a stupid excuse is this of returning money without any notice!
Because i have Business account over there and all payments were services non of them were Personal or Gift! Then this is also not truth that they are returning personal payments only!
They are returning everything and account balance going in to negative!
They have made no official announcements how till when payment will returned or why this is going on!
We can't do apart waiting to hear back from them!
I have all good clients whom money returned so i can hope that i will get my money back!
But this is really frustrating which paypal doing right now!
One more ridiculous thing paypal doing is this i Made a transfer in my Bank account few days before and paypal showing transfer completed but i have nothing in my account!
Don't know what the hell going on!
Any news in this would be appreciated!

*We are aware of this issue and I sincerely regret the inconvenience it
has caused you. PayPal is currently upgrading its system and some of our
features are currently affected.

Our technicians are working to resolve this matter. Although, I do not
have a time frame as to when it will get fixed, I assure you that this
issue has been escalated. We will take note of your email address so we
can look into your account. We appreciate your patience and
understanding.

Just to Inform me Paypal has Made there Official Announcement about the Payment Problem To and From India on Paypal!
Here is Details of announcement and problems which they answered on there Official Blog!

The Answers given by Paypal official guys are as follows:

Here are answers to the top questions I’ve received:

1. Why did you suspend local bank transfers and personal payments to and from India?

We temporarily suspended these services to respond to enquiries from the Indian regulators, specifically questions on whether personal payments constitute remittances into India.

We’re working with the regulators and our bank processing partners in India to get this resolved as quickly as we can. We realize that this is causing considerable inconvenience to our customers and I want to reassure you that this is a top priority for the leadership at PayPal

2. When will personal payments be turned back on?

The regulators recently let PayPal know about revised licensing rules that we are now actively engaged in securing. Personal payments to and from India will be suspended for at least a few months until we fully resolve the questions from the Indian regulators.

3. When will local bank withdrawals be available?

Customers should be able to withdraw their funds to a local bank within the next few days. In the meantime, we’re going to restore the money into the PayPal accounts of any customers in India who have initiated a recent withdrawal, so they know that the money is safe in their accounts. Customers will also be reimbursed for any withdrawal fee charges.

4.The PayPal reversal has left me with a negative balance. What shall I do?

If you bought something or transferred money out of your PayPal account to your bank account before we reversed the payment then you may be left with a negative balance.

If this was a payment for a purchase of goods or services, you should contact the sender and have him or her resend the payment as follows:

(a) click the Send Money tab, and

(b) select “purchase.”

If this was a personal payment, then the sender will need to find another payment method until we restore the service. We’re sorry about this.

If you can’t recover the funds from the sender, you can bring your PayPal balance current by logging in to the PayPal account and clicking the “Resolve Negative Balance” link on the Account Overview page.

5. My payment was reversed but it was not a personal payment. What happened?

Only personal payments should have been reversed. Customers who believe that their payments were reversed in error should request that the payment be sent again by following the steps above (click the Send Money tab and select “purchase.”)
